skillcape bug/glitch

hm,

if u do ::skillcapes u get all capes, but u can wear all capes even if u are level 1 str,attk,def,prayer,...

i think the server would be more fun if u skill if u fix this cuz normally u work for ur skillcape cuz it is cool, but if u can wear when ur level 1 i htink its not so fun anymore cuz u can't work for anything anymore, maybe for a little money but anyway

hope u fix this if not its still alright :p
